Characters: Grell, possibly NPC staff. Probably Espio and Toby? IDEK
Location: Some stuffy office to start.
Rating: G...mostly.
Open/Closed/Finished: Closed & MOSTLY Finished
Summary: Grell files for citizenship. This is just a post so that it has been done ICly! Anyone is welcome to see that she left Garden with paperwork and ask what she was doing later on. Espio and Toby may pop in, since this would essentially affect them, too.
Now, being the secretary to the Commander meant paperwork upon paperwork, but filing her own paperwork was far more stressful. Grell had to make sure every 'I' was dotted and every 'T' was crossed. She also re-read every paragraph to make sure she got everything in order. Photos, signatures, records of her cadet and SeeD life. Records of her marriage.
Plus, since Marco wasn't going to apply, Grell wanted to make doubly sure that she was choosing the right thing. It would be silly for her to pass up an opportunity to gain citizenship status after being in Balamb for so long. Also, Marco was right about needing at least one of them to be an insider.
Well, she wanted to do this, so to Hell with doubts!
She took all her paperwork and headed to an office to get them filed. It was outside of the Garden itself, so it meant a nice trip to town. The locals still looked at her in passing, but didn't really go hiding in their homes like they used to. It was an improvement. She'd rather they feared her, though. The office was a rather plain looking building, not very tall, but more than three floors. Grell could already tell the process was going to be long.
Once inside, she took a number and sat down. She was number 69, and they were serving number 58. It really didn't matter which world she got sucked into, all offices made you wait forever. The numbers crawled forward before finally arriving at hers, and Grell wasted little time getting to the window. Looking over the paperwork at least five times meant that everything she needed was accounted for, and they told her that she would receive something in the mail in at least a month's time. By then she would be informed if her application was accepted or not. Grell did raise an eyebrow at that, because why wouldn't it be accepted if they're offering it to them, and they fall under the stipulations?
Bureaucracy was still the same in every world, as well.
Glad to be done with that process, Grell left the building, and already she could feel her patience waning. A whole month...

As he spotted Grell, he just raised a hand in greeting. "Where've you been?"

However, he tilted his head curiously, and hopped down from the ledge he had perched on. "How does your trip out involve us?" he asked. He couldn't think of anything off-hand, unless it was something wedding related, and it seemed a bit early to get into those plans.

"That's so very touching~! I'm sure he would like that!" She nudged her head in the direction of the Quad and started walking there. "You'll see!"
What was he thinking? It was never too early to plan for a wedding!

As Grell made her way to the Quad, Espio followed, confused. It looked like she wasn't going to say anything about it until they found Tobias, at any rate. He was a little worried by that, actually.

Of course, his Pokemon's irritated chittering caused him to look down.
"Hi Mom! Hi Espio!"

"Yes, it has been rather cloudy, hasn't it?" Odd for such a season, really.
As they entered the quad, Grell hadn't initially been looking up, because she thought Toby would be out of the climbing trees phase. Apparently she was wrong.
"...really, I had thought you'd find chairs to be more appropriate by now."

With a roll of her eyes, Grell leapt up, grabbing a branch and pulling herself up to another, until she sat across from them on a branch of a similar height. Ants had better stay away or she'll burn this tree down.
"Now that we're all together, I wish to inform you both that I've applied for citizenship for Balamb."

Espio being positive and sincere...well, Grell just gave him a somewhat surprised look at the compliment.
"Thank you..." She got over her initial surprise and respond to his second statement. "Out of all of us, I'm quite surprised you haven't taken the first leap."
